Erdogan’s (and Davutoglu’s) hope in pursuing a policy of rapprochement with Ankara’s Middle Eastern neighbours was that it would further Turkey’s integration in the region, creating something like the 1950s Benelux bloc, i.e. the harmonious political and economic union of Belgium, the Netherlands and Luxembourg in Western Europe after the Second World War. Indeed, during the first decade of the twenty-first century, Ankara built good ties with not only the Assad regime in Damascus, but also the Mubarak regime in Cairo and Gaddafi in Tripoli. Erdogan hoped to benefit from these relationships by establishing Turkish influence across the Muslim Middle East, leveraging his rise as a promising regional leader.

However, the takeaway from Erdogan’s foreign policy pivot to the Middle East and involvement in the Syrian Civil War is that the Middle East is not, yet, like the Benelux.
